The Fall River City Council on Tuesday will be formally presented with Mayor Paul Coogan’s FY 2021 $280.8 million city budget. See the full plan.
The mayor’s spending plan comes nearly two months after the beginning of the fiscal year on July 1, due to uncertainty around revenue projections caused by the COVID-19 pandemic. The city has been operating under two, one-month appropriations to pay bills for July and August.
The budget is $10.7 million dollars more than the city’s FY 2020. Some points of note in the budget document:
- While general government revenue from state aid is set st FY 2020 levels, state education aid is set to increase by $6 million. Education spending is set to increase by $3.9 million.
- Real estate tax revenue, from an increase in the levy (2.5%) and new growth, will increase by $4.5 million.
- 29 total positions will be left vacant, among them, 13 firefighters and 13 police patrolmen.
- Solid Waste and recycling expenses are up over $730,000 over FY 2020. Following the end of the pay-as-you-throw program, more city residents have come back to utilizing the city’s trash service, increasing costs.
- Health insurance premiums will increase by $3.7 million.
