The overpopulation of stray cats in Fall River continues to be a major problem, according to the city’s Animal Control Supervisor Cynthia Berard-Cadima. She tells FRC Media News that her department is the catalyst behind an ordinance that basically proclaims if you feed a stray cat you “own” that animal:
