The abandoned King Phillip Mill Complex in Fall River’s southend was sold this week to the second highest bidder after the first one failed to follow through on initial paperwork. Engineer Robert Kfoury was the second bidder offering $195,000 for the property with plans to development the complex into market rate housing. While Southend Neighborhood Association President and State Representative Alan Silvia did not like either bidder’s presentation at the association’s last meeting before this week’s auction, City Administrator Cathy Ann Viveiros says she has not received negative feedback with the city’s ultimate decision:
