Fall River City Councilors are hard at work pouring over figures for the city’s Fiscal Year 2017 Budget, which is expected to be in place by the start of the new fiscal year July 1st. Since the document was just recently released, City Councilor Ray Mitchell has not had time to go over it with a fine tooth comb, but he does say he knows the budget only provides the School Department with the state required net school funding cap required by state law, which he adds is not as bad as it sounds:
