Since 2020, the Fall River Police Department has been served by four chiefs amid reports of internal strife. That situation came to a head Tuesday night when the city council voted 5-4 not to appoint Interim Chief Kelly Furtado to the job full time.
The latest drama within the department began late last week, when it was reported that former chief Paul Gaunvin, who resigned in September following union votes of no confidence, was fired following an internal and external investigation that accused him of storing three firearms not registered to him in his station locker and leaving items that were deemed a threat to Chief Furtado.

During debate on Chief Furtado’s full-time appointment, city councilor Shawn Cadime said he could not support Chief Furtado’s appointment and questioned the investigation of former Chief Gauvin.
Councilor Laura Samson voted in support of Chief Furtado’s appointment, saying changes have been made within the department.
Councilor Cliff Ponte also voted against the Furtado’s appointment, citing the need for greater accountability in selecting a chief.

Per the city charter, after 150 days, Chief Furtado can no longer serve as chief. Mayor Paul Coogan says he is examining next steps in naming a chief, including re-appointing Chief Furtado on an interim basis.
